Kobelco is a subsidiary of Kobe Steel, a Japanese firm...

An interesting Challenger Rogator. I've always thought these were very interesting, and I'd really like to drive one.
Also note the plywood and straps(?) under it - looks like someone been working on it.

And lastly, a fairly old looking CAT wheel tractor-scraper.
I actually didn't know the technical name for these before now - if anything, I called them scrapers.
And specifically, judging by the elevator/conveyor system, this is an elevating scraper.

The Rogator kinda looks like maybe front wheels are turned different directions. Maybe just the angle of picture causing optical illusion.
